As an advocate of Michigan film, Bob Brown was selected by the state to write a baseline study on the impact of film incentives. Brown's Economic Impact Study For the Michigan Film Office is complete with the history of film in Michigan, the necessity and postive impact of incentives, and an analysis of the state's economic potential. Additionally, a state-by-state film incentive outline compares Michigan to all other 49 states. This study was used as a guide to draft, propose, and pass the new incentives into law.
