As an advocate of Michigan film, Bob Brown was selected by the state to write a baseline study on the impact of film incentives. Brown's Economic Impact Study For the Michigan Film Office is complete with the history of film in Michigan, the necessity and postive impact of incentives, and an analysis of the state's economic potential. Additionally, a state-by-state film incentive outline compares Michigan to all other 49 states. This study was used as a guide to draft, propose, and pass the new incentives into law. Film Incentives Boost Michigan’s Industry

It’s Lights…Camera…Action time for Michigan.
In April 2008, Governor Granholm signed into law the most aggressive film industry legislation in the country. Aimed directly at motion pictures, television, and digital media, the new bill has literally attracted hundreds of millions of new dollars to the state. Since it’s passing, Michigan’s feature film industry has sky-rocketed.
Here is how it works: A 40% cash rebate is earned across the board based on all Michigan production expenditures. An extra 2% rebate is earned if a company films in one of the 103 core communities outlined by the state. There is a minimum spending threshold of $50,000. No cap. No Sunset. Documentaries, music videos, TV shows, and video games are included along with feature films. Applications must be approved prior to spending by the Michigan Film Office and the Department of Treasury.
Bob Brown was essential in promoting the incentives. Writing a baseline study for the legislation and providing first hand experience through all steps of the process, Bob understands the potential impact of this law. “The motion picture industry is enormous,” he states. “I’m just trying to bring Michigan a sizeable piece of the pie.” Bob continues to work promoting this incredible opportunity for all Michigan residents.
“Film production doesn’t just benefit actors and cameramen. Hotels, restaurants, dry cleaning, banks, rental cars, salons, construction companies…everyone gets business when a movie comes to town. I like to think of it as driving a truck down main street throwing money out the backend,” Brown says with a smile on his face.
